From the Minister’s Desk

I am proud and humbled to be acting as Minister of Works, Housing and Infrastructure at such a crucial time in the wake of infrastructural development of our country. The Government of His Excellency, Dr. Ernest Bai Koroma has taken tremendous steps in raising the country from the era of under development to a period of economic progress and global recognition as a place fit for business. The vision and aspiration of His Excellency have inspired us to stand up strongly to the challenges for us to contribute to Sierra Leone’s Agenda for Prosperity. But I am grateful that though the mandate of my ministry poses huge challenges, my staff is committed to meeting the demands of our people. Government is faced with huge expenditure in meeting the cost of reconstructing major and feeder roads.

Email Minister Ibrahim Kemoh Sesay was born and raised in Port Loko Town, Maforki Chiefdom, Port Loko District. He attended the District Education Community School (DEC) in Port Loko and then proceeded to the Kolenten Secondary School Kambia. He later went to Magburaka Secondary School for Boys in Magburaka, Tonkolili District. Where he sat to his G.C.E. O’ levels examination. He then moved to the capital Freetown to attend the Fourah Bay College where he attained a Bachelor of Science Degree in Pure and Applied Science. He later travelled to the USA where he attended the University of Maryland, College Park and obtained a post graduate degree in bio-chemistry in Maryland USA. After his O’ levels, he was employed as a Teacher at Siaka Stevens Secondary School in Port Loko. He also worked as a Teacher in other schools including the Ahmadiya Secondary School in Freetown and the North-Western High School Silver-Spring, Maryland USA. He also became an instructor for National Children’s Centre, Silver-Spring, Maryland USA. He served as a Member of Parliament in the Republic of Sierra Leone from 1990-2005. He was also an election monitor in between 2000-2003 for the African Union and 2001-2003 Commonwealth Election monitoring. Hon. Ibrahim Kemoh Sesay was appointed Minister of Transport and Aviation by President Koroma in 2007. He served as the Minister of Transportation from 2007-2009 and he also served as the Special Adviser to the President from 2010-2012. He was later appointed as the Minister of Political and Public Affairs in 2012-2016. However, in March 2016, he was appointed as Minister of Works, Housing and Infrastructure.

Permanent Secretary

Mr. Donald Augustus Ngegba holds a Masters Degree in Development Management from IPAM University of Sierra Leone since 2006. In 1998, he got a Post Graduate Diploma in Public Administration from the same university. He got his first degree in 1983 as Bachelor of Arts from the Fourah Bay College, University of Sierra Leone. He entered the Civil Service as Higher Executive Officer in 1986 and have served as Assistant District Officer, Senior Assistant Secretary, Director, Head of Chancery, Deputy Development Secretary and Permanent Secretary at the following arms of government: Bonthe Provincial District office in 1991, Office of the President State House in 1994, Ministry of Local Government and Internal Affairs in 1999, Ministry of Foreign Affairs and International Cooperation in 2004, Sierra Leone Embassy in Addis Ababa in 2007, Ministry of Finance and Economic Development in 2008 and Ministry of Sports in 2013. In 2002, he attended a six weeks training programme in International Peace Support Operation at the Kofi Annan International Peace Training Centre in Accra, Ghana. He was appointed Permanent Secretary at the MWHI in 2014.
